Betty Hawley Donnelly was a vice president of the New York State AFL-CIO. Donnelly had been a vice president of the labor organization and its predecessor, the New York Federation of Labor, for 50 years. She was chairman of its committee on education. Donnelly worked with the New York City Board of Education for 40 years, retiring as executive secretary to its advisory board on vocation al education. She was a member of the women's council of the New York State Department of Commerce, and the President's and Governor's committees for the physically handicapped.
